  • 1 tbsp olive oil
  • 3 cloves garlic, minced
  • 1 lbs lean ground beef
  • 1 tsp dried oregano
  • 1 tsp dried basil
  • 1/4 tsp fennel seeds
  • 250ml/1 cup tomato passata or crushed tomatoes
  • 500ml/2 cups water
  • Salt to taste
  • 150g/2/3 cup Arborio rice
  • 65g/1/3 cup Parmesan cheese, grated
  • 50g/1/2 cup mozzarella cheese, grated

Instructions

  1. Cut the bell peppers in half lengthwise and carefully remove the seeds and membranes. Set them aside. Preheat your oven to 200°C (400°F).
  2. In a large, deep pan or Dutch oven, heat 1 tablespoon of olive oil over medium heat. Add the minced garlic and cook for about 30 seconds, stirring constantly until fragrant. Then, add the lean ground beef, dried oregano, dried basil, fennel seeds, and a pinch of salt. Cook, breaking up the beef with a spatula, until it is no longer pink and has browned nicely.
